“Promotion of the International Day Against Homophobia” 

Mr LUPTON (Prahran) — The matter I raise is for the attention of the Minister for Mental Health.  The action I seek is that the minister promote the International Day Against Homophobia on 17 May.  In this context I applaud the announcement in this year’s state budget that same-sex-attracted young Victorians will receive vital mental health support to help prevent youth suicide through a new $3.6 million initiative funded by the Brumby Labor government.
 
Homophobia and the effects that it has on the gay, lesbian, bisexual, transgender and intersex community causes much distress. It is an acknowledged precipitating factor in mental illness and can contribute to self-harm and, tragically, even loss of life. That is why it is so important that this state government funding form a solid foundation for enduring work across government and wider society to tackle homophobia. Homophobia is a major factor contributing to poor mental health outcomes, which leads to youth suicide being second only to motor vehicle accidents as a cause of death in young people.  One of the ways that we can achieve better mental health outcomes is by participation in and promotion of the International Day Against Homophobia.
 
The theme of this year’s International Day Against Homophobia is to show leadership by developing game plans around tackling homophobia, to put these plans into action, and to pass the message on so that the whole state is aware of and working towards eliminating homophobia and its effect on all Victorians, and in particular young same-sex-attracted people.  The development of game plans is important because coordinated and planned actions will be more successful. Promoting these messages is important because community awareness will be an essential ingredient if we are to successfully tackle homophobia.  This is important for the whole community, because while homophobia directly affects the gay, lesbian, bisexual, transgender and intersex community, it also diminishes the whole community.
 
It is for these reasons that I ask the minister to promote the International Day Against Homophobia on 17 May and to continue to reaffirm the Brumby Labor government’s commitment to stamping out homophobia in Victoria.

Local Government activity:

Badge-up municipality web-sites to show support for IDAHO

Badge-up municipality web-sites to allow ease of access to same-sex and gender diverse specific services.

Put motions before councils in this meeting cycle to show support for the International Day Against Homophobia on May 17th, especially at the level of local government.

Discuss homophobia and the role local government can play to address it, especially:

  • the delivery of GLBT inclusivity within LGA services delivery

  • LGA as a place where same-sex attracted and gender diverse people are free to celebrate alongside the broad community, and how LGAs can facilitate and enable this to occur

  • The linking role LGAs play in ensuring the State Government’s Code of Sporting Conduct is put into practice at a local level in each municipality, especially given local government’s role as “landlord” for local sporting facilities, and facilitator for sporting facility committees of management

  • An audit of best-practice around same-sex attracted and gender diverse community inclusion in municipality service delivery

Commit to following these discussions with positive and affirming action.

Then more broadly, support and encourage community discussion leading to local sporting heros being part of community posters for IDAHO 2010 “Speaking about Silence – Homophobia in Sports and Community) – local people, not necessarily gay or lesbian, standing up to be in local posters affirming their “game-plan” to challenge homophobia, locally (resources to be made available in digital posters which can be downloaded by individuals).

State Government activity:

  • Raise the matter of IDAHO in State Parliament

  • Implement the Sporting Code and raise awareness of the homophobia-linked aspects of it as part of IDAHO

  • Minister for Sport to actively become involved in IDAHO activities in Victoria

  • Drop this code into all 15,000 sporting organisations – Department of Sport

  • An audit of best-practice around same-sex attracted and gender diverse community inclusion in departmental service delivery and outcomes

Australian Sports Commission:

  • Assisting nationally focused sports to issue media releases for IDAHO on Monday 17th May and encourage their affiliates in Victoria, down to a local level, to do the same issuing media releases into local newspapers and other local media networks.

  • Where available, link sporting identities to the local hero initiatives in local government areas (LGAs).

Workplaces, School, Universities and TAFES, Unions:
